Allah(swt), does whatever he wills

 وَإِن يَمْسَسْكَ اللّهُ بِضُرٍّ فَلاَ كَاشِفَ لَهُ إِلاَّ هُوَ وَإِن يُرِدْكَ بِخَيْرٍ فَلاَ رَآدَّ لِفَضْلِهِ يُصَيبُ بِهِ مَن يَشَاء مِنْ عِبَادِهِ وَهُوَ الْغَفُورُ الرَّحِيمُ 10:107

اور اگر خدا تم کو کوئي تکليف پہنچائے تو اس کے سوا اس کا کوئي دور کرنے والا نہيں اور اگر تم سے بھلائي کرني چاہے تو اس کے فضل کو کوئي روکنے والا نہيں. وہ اپنے بندوں ميں سے جسے چاہتا ہے فائدہ پہنچاتا ہے اور وہ بخشنے والا مہربان ہے 10:107

 10:107 And [know that] if God should touch thee with misfortune, there is none who could remove it save Him; and if He intends good for thee, there is none who could turn away His bounty: He causes it to alight upon whomsoever He wills of His servants. And He alone is truly forgiving, truly a dispenser of grace.10:107

 10:107 If Allah do touch thee with hurt, there is none can remove it but He: if He do design some benefit for thee, there is none can keep back His favour: He causeth it to reach whomsoever of His servants He pleaseth. And He is the Oft-Forgiving, Most Merciful.10:107
